Virtual Topical Workshop for Poland: "Managing Application Documentation"

From April 20-22, 2021, the NRC’s International Regulatory Development Partnership (IRDP) conducted a virtual workshop for the National Atomic Energy Agency of Poland (PAA) on managing the documentation for a new reactor construction permit application. Participants included staff from the NRC’s Office of Nuclear Reactor Regulation (NRR) and Office of International Programs, as well as NRC contractor AdSTM.

Discussions on day one focused on the overall importance of document management during the process of construction permit application review. The NRC’s key document management systems such as the Agencywide Document Access and Management System (ADAMS), the Enterprise Project Management (EPM) scheduling system, and internal SharePoint sites and their respective uses was highlighted. Engagement with the public and the availability of documents to the public during the application review process was also discussed. The first day concluded with the NRC staff demonstrating the NRC systems that were highlighted throughout the day.

The second day of the workshop was used as an offline workday for PAA to complete an exercise on document management. PAA staff took the lessons learned on day one of the workshop to build a workflow that integrated the steps to prepare for and review a construction permit application, then defined organizational roles and determined the applicable document management system that would be used during each step of the application review. The NRC and AdSTM reconvened virtually with PAA on the third day to discuss the results of the exercise PAA completed and address any outstanding questions. The NRC and AdSTM staff will hold a planning meeting with the PAA staff the first week of May to decide on the next set of workshops.
