On May 18, 2023, the United States Nuclear Regulatory Commission’s (USNRC’s) International Regulatory Development Partnership (IRDP) held a meeting with the Singapore National Environment Agency (NEA). The meeting was held in Singapore and was conducted by Emily Larson, Senior International Relations Officer of the NRC’s Office of International Programs, and Stewart Magruder, Michael Scott and Mark Shaffer from NRC’s contractor, Advanced Systems Technology and Management, Inc. (AdSTM).
The discussions included several topics related to licensing of Nuclear Power Plants (NPPs), and particularly small modular reactors (SMRs). The meeting consisted of bilateral discussions with NEA managers and staff, and an afternoon roundtable involving managers and staff from NEA and the Singapore Energy Market Authority. Meeting participants asked insightful questions and shared Singapore’s perspectives on decision-making regarding deployment of nuclear power in their country. The participants also gained an increased understanding of applicable NRC guidance for licensing of NPPs (including SMRs), as well as insights on building a regulatory infrastructure necessary to license NPPs.
