Virtual Topical Workshop: Regulatory Workforce Planning for Poland

On September 2-3, 2020, a virtual workshop was conducted by the NRC staff members and the NRC International Regulatory Development Partnership program for the Polish nuclear regulator, the Panstowowa Agencja Atomiskyki (PAA). The focus of the workshop was Regulatory Workforce Planning.

The consultation was focused on the PAA’s assessment of workforce needs to define skills and personnel needed for review of a reactor application. On the first day, the PAA presented the results of their work in development of expected staffing needs. The PAA had defined their expectations for specific skills, number of personnel, and timing for review of a siting application, a construction permit, and an operating license review. On the following day, the NRC and AdSTM staff provided information on staffing needs for various power reactor application reviews and methods used for those reviews including the Vogtle 3 and 4 combined licenses and NuScale design certification reviews. Much of the discussion focused on which reviews can be expected to be performed by regulatory staff and which reviews can be delegated to Technical Support Organizations. Plans were made to conduct a series of follow-up workshops.
