Regulatory Program Development

The IRDP assists countries in developing and implementing the legal infrastructure needed for an effective regulatory program. This includes national laws, legally binding regulations, and a variety of regulatory guidance.

The development of requirements and guidance has been organized around the seven phases of a nuclear regulatory program: siting, construction permit, construction oversight, operating license, commissioning, operations oversight, and decommissioning. At each phase, we need to assure that the necessary binding requirements, regulatory guidance, inspection guidance, and processes are in place. Our early work was focused on the siting phase because that is the first phase encountered in most cases. However , the IRDP has expanded its repertoire of training and bi-lateral consulting activities to address regulatory review and assessment as well as inspection during the construction permit, construction oversight, and operating license phases.
